Doing Business with DLA

How do I get started?
  1. To do business with DLA, vendors need a D-U-N-S number from Dun and Bradstreet.
  2. You must register with the System for Award Management (SAM). If you do not have a CAGE code, one will be assigned to you when you complete the SAM registration.
  3. Next, register with DLA DIBBS. If you are unfamiliar with DIBBS, it is a web-based system and as such registration is on-line. Click here and follow the instructions. Technical requirements:
    • We recommend using Microsoft Internet Explorer 5.0 or above with 128 bit encryption. DIBBS may not function as intended when accessed with other browser software.
    • Cookies and JAVA Script must be enabled.
    • To obtain a free browser with the latest updates, click here. DIBBS may not function as intended when accessed through browser software other than Microsoft Internet Explorer or Mozilla Firefox.
  4. Once you finish registering, a temporary password will be immediately e-mailed to you and you will then be able to log on and submit a quote. DLA DIBBS system features are explained in detail in the DIBBS Registration Instructions and Guidelines (Click on Registration). Once you have registered with DIBBS and are ready to quote, DIBBS provides on-line quoting help. On this page, you will find business rules and default values for submitting bids through the web quote form as well as batch quoting guidelines and EDI submissions.

SAM (System for Award Management) and CAGE codes:

What is a CAGE code? How are CAGE Codes assigned?
The Commercial And Government Entity (CAGE) Code is a five-character ID number used extensively within the federal government. The CAGE code is used to support a variety of mechanized systems throughout the government and provides a standardized method of identifying a given facility at a specific location. The code may be used for a facility clearance, or a pre-award survey. You do not need to have a CAGE code prior to registration as one will be automatically assigned to you as a part of your entity's registration in SAM. CAGE codes are assigned by DoD's Defense Logistics Agency (DLA).

Note: CAGE codes for entities located outside the United States and its territories are called NCAGE codes.
How do I register an entity in SAM?

Create a User Account. After creating your user account, you can 'Migrate a Legacy account from CCR' if you previously had an account on CCR. Once you have done this, you are finished with the SAM registration process and can proceed to registering with DIBBS (next section). If you did not have a previous CCR account and do not have a CAGE code, you will instead need to Register a New Entity (Step 3).

Step 3:
Click on "Register New Entity" from the left side navigation pane. You must have a Data Universal Numbering System (DUNS) number in order to begin the registration process.

Step 4:
Complete and submit the online registration. If you already have the necessary information on hand (see the SAM User Guide), the online registration takes approximately 30 minutes to complete, depending upon the size and complexity of your entity.

DIBBS Registration:

Go to the DIBBS Vendor Registration page. You will enter your CAGE code and be prompted through the registration process. Your username will be set as your CAGE code followed by 01. You will create your own password which will be 15 characters long and has specific requirements which the DIBBS site will provide during the registration process. DIBBS passwords will need to be reset every 60 days when you log on to DIBBS.

DIBBS Login help from DIBBS Support Staff:

Follow these few troubleshooting tips and try to log on again with the User ID and password below:
  1. Click the refresh icon button on the top menu bar of your browser.
  2. Clear your cache. For Internet Explorer (IE) go to Tools, Internet Options, and under Temporary Internet Files click on Delete Files and Delete Cookies and then click OK.
  3. Log off, wait five minutes, and then log back on.

DIBBS help to change Super User:

It is a good idea to have two people who are trained as super users (while only one user will use the super user ID and password when using the system). This will allow the smooth transition if the super user leaves. Without a super user back up, the CAGE code information will have to be reset and you may be prevented from quoting for 3-4 days while this takes place. If however, when the primary super user leaves, the back-up user can just go into My Account and update the super users name and email information.

If however, you do not have two people trained and the super user leaves, you can notify us through the DIBBS Feedback form (you can access this through the Navigation drop-down menu from any page on DIBBS) with the following information, "Our super user has left the company and we need to have our account deleted". Once the DIBBS technical team receives that information, the current registration for your CAGE will be deleted. You must then re-register on DIBBS in order to create a new super user account.

Types & Access

There are three different types of restricted data on cFolders. If you see the phrase Add l Access Required in cFolders under the Download column for a document then you must look to see which of the restricted types below is assigned to the document and follow the instructions below:

  1. Export Control Data US/Canada Joint Certification Program: JCP certification is required. Click here and then fill out DD2345 form. Once approved and cFolders is updated with your information, you can access export control data. Telephone 1-800-352-3572 for assistance or to follow-up on your DD2345 form, or email  jcp-admin@dla.mil.
  2. Foreign Secure Data: No foreign certification required. Click here and then select the Licensing Agreements link under Functions. Click the Foreign Secure link and download the form and FAX to the POC listed. cFolders will notify you when granted access.
  3. Licensing Agreements: Licensing agreement numbers appear in the licensing agreement field at the solicitation level and the drawing level on cFolders. This tells you which forms you must have on file to receive the restricted data. Select Licensing Agreements under Functions. Select the appropriate licensing agreement and download the form. Mail or FAX the form to the POC listed. cFolders will notify you when the agreement has been processed.
